The top echelon of Rwanda's educational achievement is defined by three standout districts. Kayonza District's 96.9% success rate places it nearly 1.3 percentage points ahead of second-place Kirehe District (95.6%), while Rulindo District completes the podium with a 94.5% success rate.

This elite tier spans multiple provinces, with Eastern Province claiming two of the top three positions – a regional achievement that underscores systematic educational excellence rather than isolated success stories.

The performance gap between first and third place spans just 2.4 percentage points, indicating intense competition and consistently high standards across Rwanda's top-performing districts.

The 90% Club: A Mark of Educational Distinction

Fifteen districts have achieved the significant milestone of 90% or higher success rates, creating what education analysts term "the 90% club." This group includes:
